For production facilities, before the 1st, 2nd or 3rd year of danger, an incident containment and response plan (ICLP) should be developed. This document will show possible scenarios for accidents and emergencies with an action plan for their localization and elimination. Its development will allow you to act correctly in the event of a real dangerous situation and minimize its consequences. The need to develop such a plan was approved by Decree of the Government of the Russian Federation dated 09/15/2020 N 1437.

For which objects is the development of PMLA required?
Preparation of an emergency disposal plan is required for the following objects:
- Objects used, transported, stored and disposed of with hazardous substances during work. A complete list of them can be found in Appendix 2 of the Federal Law “On Industrial Safety”. These include, for example, flammable gases, flammable liquids, explosives and toxins;
- Objects made of ferrous and non-ferrous metals and involved in transportation, storage and disposal. PLAs are required if the facility uses equipment with molten materials weighing 500 kg or more, i. e. if they are needed for large metallurgical facilities;
- Mining industry and organizations involved in the extraction and processing of minerals. However, if development at open pit method, no PLA required;
- Organizations using explosive plant materials. May form dust-like mixtures capable of spontaneous combustion.
The UPA category does not include objects with motorized networks. Production management systems are being developed for them. PLA also does not need to be developed for objects with stationary lifting mechanisms for enterprises classified as hazard class 4. They have a much lower risk of dangerous accidents.
PMLLA development goals
Developing an emergency response plan can significantly reduce the negative consequences of an emergency and prevent serious technical disasters. Company personnel must know the sequence of actions that must be taken in the event of an emergency and be able to interact with emergency services. As a result, it is possible to immediately organize the coordinated work of various departments to avoid panic in the event of an incident and localize it in the shortest possible time.
The development of PLA has several key goals.
- Emergency prevention. The plan takes into account the hazards that could cause an incident. A number of measures and their implementation will prevent the occurrence of an incident;
- Development of possible accident scenarios. This helps to predict how events may develop and localize dangerous factors as quickly as possible;
- Minimizing negative consequences. The coordinated work of all departments can prevent loss of life and significant material and environmental damage;
- Preparing the enterprise for possible accidents. This plan defines the forces, means and material support to combat emergency situations.
Thus, this document is being developed not only to prevent fines from regulatory authorities. It also prevents the serious consequences of a possible accident, so all the work involved in preparation is fully justified.
Structure and content of PMLLA
The action plan consists of general and special sections. The first section should be included.
- Information about the object at risk. Its full name and main areas of activity are indicated;
- Possible causes of emergencies and scenarios for the development of negative situations. The plan should reflect all vulnerable areas where emergencies are most likely to occur;
- Accident rates and injury characteristics. The plan must indicate factors that can lead to accidents and occupational injuries during the operation of the enterprise;
- Forces and means involved in localizing and eliminating accidents. It is necessary to take into account the complexity of the task;
- Joint organization of the forces and means used. During planning, their composition and location are prescribed before the accident;
- Ensuring the readiness of forces and means to eliminate dangers. The plan specifies how they should be maintained, their state of readiness, and which organization is responsible for maintaining the technical equipment;
- Exchange of information between different departments in the event of an accident. It is necessary to think in advance about the management of the resources used, the availability of emergency communication and warning systems at the enterprise;
- Actions of emergency services in case of an accident. They must act together with the enterprise personnel;
- List of measures aimed at ensuring the safety of the population in the event of a threat;
- Logistical, technical and financial support for measures to localize the incident.
A special section of the legal acts reflects a number of actions to eliminate an emergency situation in accordance with the specifics of the activities of a particular company. It is designed in accordance with relevant regulatory guidelines and industry safety standards.
Terms of development and approval of the PLA
The plan must be developed by the company’s civil defense specialists and approved by the responsible person; Since 2014, it is necessary to coordinate this document with the emergency rescue department. This helps ensure coordinated action in the event of an incident. The validity period of the plan depends on the category of the object.
- For mining projects it is six months. Then changes and additions should be made to the plan if necessary;
- For open-pit mining, the document is valid for one year;
- For other enterprises classified as hazard classes 1, 2 and 3, the plan is valid for five years.
After a change in the activity of the enterprise or an actual emergency situation, an unscheduled revision of the document is possible. Once it has been localized and the consequences have been eliminated, the causes of its occurrence are investigated and, if necessary, new measures are developed to help prevent a recurrence of the incident.
